Effective climate action requires more than good policy ideas, it requires institutional coordination, legal authority, and the political will to put policy ideas into practice. Coastal cities often have to navigate a patchwork of legal frameworks and regulations that were created well before our current understanding of climate risks. Our work identifies the governance structures, partnerships, and legislative strategies that better enable municipalities to deliver climate projects.

Building Better: Integrating Climate Preparedness into Capital Planning in the Puget Sound
The first in a series exploring how the Puget Sound is working to ensure climate resilience is funded and implemented. The open questions are the ones every jurisdiction eventually runs into: who actually has the authority to act on climate risk, how you build the business case before resilience gets quietly engineered out, and how to tell the difference between a plan that holds up and one that just looks good on paper.
