As of November 2024, Urban Ocean Lab (UOL) has identified over $2.5 billion available through programs funded by the IRA or IIJA. An additional $3.2 billion is expected to be made available through future funding announcements, and $12.8 billion has or will be awarded. Cities and coastal project managers must act quickly to identify and apply for the remaining opportunities, as many federal programs have already expended their IRA and IIJA funds.

This guidebook organizes opportunities into three categories:

  • Open: Those currently accepting applications

  • Pending: Those with future funding expected but not open for application at time of publication

  • Closed: Opportunities that are not accepting applications, have expended all IRA or IIJA funds, and are not expected to receive future funding at time of publication.
